SERGEANT OF ARMS: (3) Keeps all shows and meetings in
order. Acts as head of Security for all shows and clinics. Can appoint someone
to help if the need arises. | |
DIRECTORS: Like a show committee and stewards if any
problems arise. The President may call a meeting to take care of the problem

FOOTHILLS HORSE AND PONY ASSOCIATION BY-LAWS
- The goal of the Foothills Horse and Pony Association is to provide a
family, oriented equine organization upholding the highest ethical and
personal standards. Any member violating these standards could be subject to
disciplinary action by a meeting of the Officers and Board of Directors.
- The Board has the right to refuse membership or entry to person(s) that
the board deams unruly or people whose behavior is inappropriate now or in the
past. The board can also ask people to leave if they are demonstrating
unsafe behavior anywhere on the show grounds.
- Officers are elected to a one-year term. They include President, Vice
President, Secretary, Assistant Secretary, Treasurer, Point Secretary, Assistant Point Secretary, and
Sergeant of Arms.
- The Senior Board of Directors shall constitute the Show Committee. Those
sitting on the Board shall be President, Vice President, Secretary, Assistant
Secretary, Treasurer, Point Secretary, Sergeant of Arms and additional members
appointed by the President.
- The Rules Committee will be the Board of Directors. All rule changes
originate in the Rules Committee and are approved by the President.
- Annual year is from January 1 to December 31. Nominations of officers will
be made at the meeting in November, then voted on. An open ballot will be held
at the time of elections.
- All elections are by secret ballot, unless there is only one candidate. At
that time the secretary can cast a unanimous ballot.
- Notification of regular membership meetings will be one(1) week in
advance. The majority in attendance rules.
- A board members responsibility is to attend 95% of all meetings to be an
active voting board member. Excused absences to the President are the only
exception.
- Any bills under $200.00 will be approved by the President. Any bills over
$200.00 must be approved by at least eight (8) board members. Exclusions
include ribbons, awards, judges, food stand, and emergency repair to
equipment.
- Shows will be approved by the President, Officers, and Board of Directors.
- Notice of all shows must be postmarked to the members seven (7) days in
advance unless otherwise contacted.
- Dues shall be $20.00 for individuals and $35.00 for family memberships.
After April 1st,
New members can sign up the day of the show and
have their points count. Anyone 18 years of age and over must sign up as an
individual. They cannot be counted in a family membership.
- All members must get a $25.00 sponsor or generate $50.00 in sales for
individual members or a $50.00 sponsor or generate $100.00 in sales for family
memberships in
order to be eligible for year end awards due by July 1st.
- Officers shall have their dues paid by the first membership meeting. Anyone wishing to run for any office must be a member in good standing for at least three years before being elected into office. .
- Individual members covers yourself and your horse. Family memberships
covers your family and their horses. All points are based on a horse/rider
combination.
- A minimum of 25% of the year end treasury is to be kept in the treasury
for start-up fees for the following year. Awards money will consist of 75% of
the year end treasury.
- Any officer can be replaced by a majority of the membership (not quorum
for meeting purposes.)
- Qualified voters are members in good standing. A family membership has two
(2) votes and an individual membership has one (1) vote. In a family
membership, anyone sixteen (16) years of age as of January 1st of
the current year has voting privileges.
- Meetings are designated by the President as are the board meetings. A
meeting may be called by a written petition of five (5) voting members.
- Parliamentary procedure is to be followed at all meetings.
- All classes must be held. If there are four (4) or less entries, it will
count for points only.
- Pony Classification: Pony - 14.2 hands and under (western or english). The
animal must be measured at the first FHPA show by two board members on a flat
surface before showing. A permanent 4-H card is acceptable.
- Open Mini classes shall be open to all equid
and must be 40 " or under. They shall be measured by two board members on a flat surface before showing. A permanent 4-H card is acceptable.
- Each horse/rider combination must sign up on their own entry blank to
avoid confusion. All members must ALWAYS put their division on EVERY Entry
Card to have their points count for the class.
- Points are carried on one horse/rider combination. You must have ten (10)
points per class to qualify for year end awards in any division or class.
- There will be one participation point for riding in an approved class.
- The Board of Directors decides the amount of money to be set aside for
awards at the year end.
Money will be divided in one of two ways:
1/3 Individual class awards (percentage based on number of
entries per class compared to total entries for year end.)
1/3 High points for twelve (12) divisions.
1/3 Based on Divisions (percentage based on number of
entries per division compared to total number of entries for year end.)
Or
2 for class
awards
2 for twelve(12) high point division awards.
- Any event added to the show flyer after it has been sent to the members
will not count for points.
- Entrants must always be entered three (3) classes in advance of the class
wishing to participate.
- No refunds of any type unless injury to horse or rider. Judges decisions
are final.
- Cruelty, abuse, or inhumane treatment of any horse or pony in the show
ring or stable area will not be tolerated. It will be the responsibility of
the show steward to report any such actions to the show office for review by
FHPA Board of Directors. The FHPA board shall have the power to add additional
actions against the offender.
- All fees and deviations of the rules must be approved by the Board of
Directors.
- No judge shall judge more than two (2) shows per year.
- Points will be accumulated as follows:

35) Clubs sponsoring shows must provide judge=s name to FHPA secretary so that by-laws can be sent. Rules will be provided
to the sponsoring club.
36)All show flyers should include location, date, starting time, entry
fees, awards, if food will be available, and name and number of whom to
contact for additional information (should be a member of the sponsoring
club). It must appear on the show bill that it is a FHPA approved show.
37) Entry fees for all FHPA members will be $3.00 per class
and for non members it will be $5.00 per class.
38) Grounds fees for members will be $2.00 per horse
at Dayton Fairgrounds and Butler Fairgrounds and $5.00 per horse at Crooked
Creek Horse Park.
39) We recommend that all FHPA approved shows payback.

40) Jackpot classes will pay 75% to four (4) places.
41) Senior Classification: Handler/Rider 19 years and older as of January 1st
of the current year.
42) Junior Classification: Handler/Rider 13-18 years as of
January 1st of the current year.
43) Intermediate Classification: Handler 8 -12 years old as
of January 1st of the current year riding a horse or pony.
44) Small Fry Classification: Handler 7 years and younger as of January 1st
of the current year riding a pony 14.2 hands and under.
45) BE SURE TO ALWAYS MARK YOUR DIVISION ON YOUR ENTRY FORM.

CLASS RULES
Halter Conformation to be judged. ALL BREEDS WALK TO Judge
and trot away from judge.
Showmanship To be judged on appearance, condition, grooming,
ability to perform patterns and for handler to show horses to the best
advantage. Judge will designate pattern
Longe Line To follow NSBA rules and judged accordingly.
Pleasure Classes To be judged on manners, performance,
conformation, soundness, neatness, and cleanliness of horse, tack, and rider.
Judged by breed.
Equitation Classes Rider to be judged on position of hands,
seat, feet, legs and general performance. Pattern to be designated by Judge.
Judged on rail one direction only.
Driving Classes To be judged on manners, performance,
soundness, and way of going. Condition and fit of harness and attire. Road trot
is optional.
Pony Pleasure Pony 14.2 and under. To be judged on manners,
performance, soundness, neatness and cleanliness of horse and rider.
3 & Under Pleasure Horses three (3) years and under. May be
ridden with a snaffle bit or bosal and two (2) hands. Proof of age must be
presented. Judged by breed. Walk/trot only.
Bareback Equitation Rider judged on placement of hands, seat,
feet and legs at the walk, trot, and canter both direction of the arena.
Egg & Spoon Dropping the egg is disqualification. No spoons
in the mouth. Must be in gate called and leads count. All riders have three(3)
strides to change gaits when the change of gaits is called. Judge may appoint
assistants.
Command Class Contestants disqualified when they do not
respond promptly to maneuvers. All riders have three(3) strides to change gaits
when the change of gaits is called. Judge may appoint assistants. The following
rules will apply:

Stop: A complete standstill |

Reverse: Always done at the gait you are in when it is
called. |

Back up: Executed until a stop is called. |

Counter Canter: Can be done by simple or flying unless
otherwise told. |

Counter Lead Change: Can be executed by simple or flying
unless other wise told. This is a reverse on the counter lead change to the
other counter lead. Leads are always to be correct unless otherwise specified
by the judge. Two (2) hands are permitted for both English and Western riders. |
Hunter Hack: Two fences, in a straight line, at a maximum of
2'9" (two feet, nine inches). Work both directions of the arena at a walk, trot,
and canter. Judged on manners, performance, conformation, soundness, neatness,
and cleanliness of horse and rider. Disqualification for three (3) refusals, or
fall from horse.
Equitation Over Fences: Refer to equitation classes. Ponies
to jump a maximum of 2'6" (two feet, six inches) and horses a maximum of
2'9"(two feet, nine inches).
Hunter Over Fences: A maximum height of 2'9" (two feet, nine
inches) with one change of direction mandatory. No rail work. Disqualification
for three (3) refusals, or falling from horse.
Hunter Under Saddle: To be judged on manners, performance,
conformation, soundness, neatness, and cleanliness of horse and rider. Judged by
breed.
Leadline: Rider seven (7) years and under. To be judged on
equitation of the rider.
Intermediate Classes: Rider 8-12 (eight through twelve) years
of age. Riding horse or pony.
Small Fry Classes: Rider seven (7) years of age and under.
Riding a pony 14.2 hands and under.
Geritol: To be shown at the walk and trot. To be judged on
manners, performance, conformation, soundness, neatness, and cleanliness of
horse, tack and rider. Judged by breed. Open to all riders 45 and over. You must
declare this division at the beginning of the year.
Adult Walk/Trot: To be shown at the walk and trot. To be
judged on manners, performance, conformation, soundness, neatness, and
cleanliness of horse, tack and rider. Judged by breed. Open to all riders 19 to
44 years. You must declare this division at the beginning of the year. Cannot
ride same horse in any other classes.
Jackpot Pleasure: Pays 75% of entry fees and 100% of added
money. Judged on manners, performance, conformation, soundness, neatness, and
cleanliness of horse and rider. Judged by breed.
Trail: Judged 100% on manner of horse=
s performance and ability to perform course.
Miniature Halter: Conformation to be judged. Walk to the
judge and trot away. Since the breed objective is the smallest possible perfect
horse preference in judging shall be given to the smallest, all other factors
being equal.
Miniature Trail: Judged 100% on the manner of the horse=
s performance through the course. A minimum of five(5) and a maximum of eight
(8) obstacles is required. Course designed by Judge or FHPA Trail Committee.
Horses trot instead of canter.
Miniature Jumping: A minimum of four (4) jumps and a maximum
of six (6) jumps. The jumps can range in height from twelve (12) inches to
twenty-four (24) inches. Judged on accumulated faults. Elimination of three
refusals, off course, or fall of horse and/or exhibitor.
CONTEST RULES
Thread the Needle Open class with three (3) cones set in a
triangle with nine (9) foot sides. Five (5) second penalty for knock down.
Straight Barrels Open class with three (3) barrels set in a
straight line 30 feet apart. The pattern will be to weave down through the
barrels, and to run straight home. Five second penalty for knock down.
Keyhole A box keyhole is positioned in the center of the
arena, at least 15 feet from the fence. Rider must run down, enter entirely in
the box keyhole, turn around, and run home. A no time will be given for knock
down.
Speed & Action Open class with one (1) barrel set in the
center of the arena, at least 15 feet from the fence. Five second penalty for
knock down.
Cloverleaf Barrels Three (3) barrels set in a triangular
pattern. Five (5) second penalty for knock down.
Pole Bending Six poles set in a
straight line twenty-one (21) feet apart and from the start line. Five second
penalty for each knock down.
1. All riders must ride in a
Western saddle and wear boots or approved riding sneakers.

Contestants time must be announced after every ride.

No re-runs will be given for equipment failure or
falls of horse and/or rider. Timer failure will result in a rerun.
GENERAL RULES
- All dogs must be on a leash.
- There will be a charge of $20.00 for all stalls left dirty at the end of
any show. Any unpaid fees will result in inability of offender to rent stalls
at future shows.
- Please clean garbage around your trailer including manure piles.
- All members must comply to the ground rules at each location. Rules may
vary, so please ask if you are unsure.
- No tying horses to trees at any location.
- We suggest helmets with safety harness for all jumping classes and also
for all Junior, Intermediate, and Small Fry classes.
- Height requirements must be met to enter an appropriate class.
- All Minis and Ponies should be measured at first participating show.
Permanent 4-H cards or AMHR/AMHA cards accepted.
- All miniatures must be registered with AMHA or AMHR.
- Miniatures must be 3 years of age as stated in AMHR rules for driving and
jumping classes.
- All youth 12 years and under must be accompanied by an adult, 18 years or
over, in driving classes.
- No horses are permitted in Small Fry classes.
- Any Small Fry being led shall not be placed higher than a Small Fry NOT
being led.
- Intermediate and Small Fry riders may ride english and/or western.
- FHPA suggests that no one ride any horse more than once in any class.
- No shorts, sandals, or bare feet will be permitted while riding. All
contestants must wear boots or approved riding sneakers.
- No game horses in pleasure warm-up.
- FHPA will refer to AQHA and AMHR rules.
- Foothills Horse and Pony Association will not be held responsible for
accidents, injury, or theft.
- Adult and Geritol classes: Same horse and rider combination cannot ride in
any other classes.
